How to submit site for blacklisting without navigating to the dangerous page

Hello, I have written an article which explains how you can submit dangerous sites to multiple services in order to help protect as many people as possible.

However, I would like to update the information I have for Internet Explorer. The issue is that right now the only way I know to submit a site to Microsoft is to actually navigate to the site and go to the Safety options, go to SmartScreen Filter, and select"Submit an unsafe website". However, this requires that I ask my readers to actually navigate to a dangerous website. Therefore, what I would like to know is how can I advise my readers to report sites like this to Microsoft so they will be blocked without actually navigating to the page with IE?

Is there a form which can be filled out, or perhaps an email address to which dangerous websites could be sent? Is there a third-party which I can submit the sites to instead, who will analyze the site and update the blacklist used by IE?

Please advise me on what the best approach would be to get a site submitted without requiring my readers to actually navigate to the page.
