unspecified error when choosing run while downloading a file IE 9, win7 x64

I have this problem on multiple win7 x64 computers.

when downloading a file ussually an exe, if I choose "run" the file will download, the security scan will run, then I will get an error.

"

C:\users\"username"\appdata\local\microsoft\windows\temporary internet files\content.ie5\"file name"

unspecified error.

"

this is easily reproduced on my x64 computers not on my x86.

I have been able to work around this by either running IE as an administrator, or by choosing save instead of run. rolling back to IE 8 will also solve the problem however I do not want to do this.

I have scoured the net and found multiple others experiencing this issue with no working solutions presented.

SOME of the things attempted,

reseting IE to default in the advanced tab of internet options.

changing the temporary internet files location.

verifying appdata redirection in group policy is not occuring (this is something we used in the past however has been disabled for some time).

about internet explorer displays,

version: 9.0.8112.16421

update versions: 9.0.11 (kb2761451)

cipher strength: 256-bit
