HTML5?

I noticed that there is an incompadability problem with IE9. Within this webpage (http://www.khanacademy.org/), at the very bottom there are testimonials. When the cursor is hovered over the testimonial envolopes, they should animate/expand, as they do in Google Chrome. Why is this not occuring? Is it a HTML5 animation?
