IE9 and Flash 11.4 and higher only loads and works for Administrators, not regular users

Recently I have found that Adobe Flash 11.4 or higher on IE9 does not work for non-administrator users on our domain.  I have found that disabling ActiveX filtering seems to fix the issue but is there a way to do this with a GPO?  I have seen and tried this: http://support.microsoft.com/kb/2522815?wa=wsignin1.0 which only disables the ability to turn off ActiveX filtering not the filtering itself.  Is there a way to do this?  I can't update Flash on any PC running IE9 to higher than 11.3.
