I have the same problem. XP Pro, IE8.

Alex Zhao, "try running Internet Explorer in no add-ons mode." I don't understand add-ons. I have read & read & read and still do not understand add-ons, what they do, how to turn them on or off, when one shouldturn them on or off,why one should turn them on or off, or why they exist. I've gone to "how to manage, disable or remove add-ons" so many times I can see it in my sleep, but no matter what I enable or disable, the "Click here to manage add-ons" bar would show up at the top of the screen occasionally and block me from proceeding as I wished. Finally I simply escaped to Chrome. Whew, surfing was finally simple, smooth, uncomplicated - for months - until today. Today, after I had been surfing for an hour or so and shut my system down for a bit, then restarted the system, a message came up saying my Chrome settings were corrupt so I removed Chrome by Control Panel, opened IE8 and tried to redownload Chrome. Now all I get is the add-ons bar at the top saying I am operating with add-ons turned off and web navigation is severly restricted. I can get to the download Chrome page. On that page I get a hand at the download button, but it will not click. I tried Bing - no good. I went to the manage add-ons page. Everything is enabled, even Symantac. I removed Norton from my system a year or so ago. There are even some I don't recognize. While your advice is probably good for those who CAN figger out how to run in add-ons mode, perhaps you can steer me to an article, a person, a something somewhere that can tell me how to TURN ON add-ons. Maybe if I am able to, for once in my life, run IE8 with add-ons turned on, Chrome will not be necessary.

Alex Zhao, "I suggest you run a full scan for your system." A few months ago, occasionally my system would slow or even stop. Not crash, just quit moving. With Control - Alt- Del - Processes tab, the only thing running was System Idle Process. Because of that I would run various scans regularly. In addition, I always keep cookies etc cleaned by Control Panel - Internet Options - Delete Browsing History with everything checked. As suddenly as that problem started it seemed to stop. Then Shockwave Flashplayer started crashing regularly, many times a day. More scans regularly. The condition of flashplayer crashing regularly is still continuing today. Just a couple days ago I ran Viper, Malwarebytes, and Super Antispyware in regular mode then again in Safe mode with hidden files shown, extensions unprotected and operating system files unprotected. The only things found by any scan were a few cookies. Just completed Viper, Malwarebytes, and Super Antispyware in Safe mode with hidden files shown, extensions unprotected and operating system files unprotected again. Only 2 cookies were found. 

Alex Zhao: "perform Clean Boot." Clean Boot doesn't list XP.

PA Bear: "http://answers.microsoft.com/en-us/ie" I've never been good at drilling down thru the forest, and it seems even tho there are thousands of forum categories I never seem to be able to find a category that fits my predicament so I always get a message telling me my post was moved to a more applicable category. There's been a few times I wasn't able to find the new category to which the post was moved, so all help was lost.

But hey, we are all here together, and even belindarogers09 thinks this is the correct forum, Sooo...

Since it is obvious that I am not smart enough to manage add-ons, and since Clean Boot says it doesn't work with XP, I would greatly appreciate any other advice, suggestions, comments any would care to share about how to re-download Chrome since all I have left is IE8 and it won't work correctly.
