I am unable to download my software from the Partner website. When I used IE8, the message I would get "connection reset by server". Upgraded to IE9 and now get http error 403 even though I am signed in to partner.microsoft.com. I can get to the page where my MAPS downloads are located, select a product, and answer the normal questions. When I select "use download manager”, the manager will start the download and immediately display a warning that the download failed and it put a “resume” icon on the desktop. If I use the “browser download” selection I am taken to a web page showing http error 403. I am using Windows 7 Ultimate x64 fully patched. All MS websites are listed in Trusted Sites.
