IE9 with Windows 7 Home Premium only runs under Administrator

IE9 was working fine and now it just freezes unless I select Run As Administrator, from the properties menu.  No other users can use IE9

I tried C.A.M.'s link to reset the registry but it didn't work

Are there some permissions somewhere that need to be adjsted?
