Notification bar on IE9 keeps turning off my toobars even though the toolbar is locked. Each time I open IE it asks me to diabale the toolabars. Is there a simple solution to this problem. I unlocked the toobar and it still does the same thing

Notification bar on IE9 keeps turning off my toobars even though the toolbar is locked. Each time I open IE a notification comes up  asking me to diisable the toolabars. Is there a simple solution to this problem? I unlocked and lock the toobar and it still does the same thing. I want the toobar on all the time and am tired of having this notification come up and than having to turn on the toobars each time. It turns off Norton 360 and Google toolbars only
