Opening JNLP File in IE 9 works fine and application starts direct - using a desktop link, every time the download manager opens and stay in foreground

Since IE9 and the implementation of the new download manager, the behaviour of how a JAVA application starts has changed and is not user friendly anymore.
If you use a link inside IE9 pointing to a JNLP file on an application server, the file is downloaded in IE9 and executet inside the java virtual machine. If you do the same but use instead a URL in the IE9 a link on your desktop to the application server, the download manager form IE9 opens a window and stay in the foreground. You are forced to close the window every time you request a filetransfer outside of IE9. In fact, you are actual confronted every time with IE9, either the browser or the download manager and must interact with it. With IE8 and older versions, you never had to interact with IE when you open a JAVA application from desktop over an URL link.
Is it possible to disable the download manager or keep it in background when you use a link to an URL from your desktop? How handle this other people?
