Why does it repeatedly appear impossible to disable IE9 caching for development purposes ????

Hi ... environment is javascript development, VS2010 in addition to jquery mobile. As a developer it is extremely frustating, when you have made some javascript changes to not be working with the program you think you have changed, but with a cached version. Loads alike problems on forums etc etc. I have tried Pf5 (page refresh), tried the pf12 options (caching): order IE to pick up a new page from the server every time. Empty the cache browser etc etc.

Result: apparently setting these options is not persistent across sessions. It is impossible to decently build javascript/jquery mobile apps under these conditions. IE behavior is very erratic. sometimes you get the latest version, sometimes not, and you never know where you stand. 1 simple question:

How do I disable IE caching in all cases ????? If we are talking about a serious development environment under support of Javascript (debugging)/IE, and related tools, surely there must be a conclusive answer irt this problem. Loads of frustration/problems on the web regarding this, but no clear answers, other than the PF5 and PF12 options, which clearly do not work on a permanent basis. (at least not for me ..)

Maybe I am missing something, so in this case any enlightment would be greatly appreciated ....
