Cannot enable ActiveX controls

We have some servers that were built by an adminsitrator that no longer works for us. They got a bit creative on disabling Acctive X and we cannot figure out how to reenable it. Our problem specifically is with the Windows Update site (We generally do not run ActiveX on servers), but we have a few that we need to check against Windows updates and we need to approve updates for other Microsoft products . We have ensured that *.microsoft.com is in the trusted zone, and we have ensured that the trusted zone is set to low through group policy. Reseting the browser settings on the Advanced tab also did nothing. 

We have been using this site to trouble shoot, and it still shows that Active X is disabled:

We suspect that other changes were made to the image to disable ActiveX, but we can't seem to figure out what else might have been done. Are there other settings that might be disabling activeX that we have over looked?
