IE 9 is utterly bizarre!

Firstly, I admit I mostly use x64 Ff variant Firefox because of Ff's simple customization but occasionally use IE.  I have a very fast system that I built shortly after the Ivy Bridge CPUs were released (3750K) and my download speed regularly tests at 20mbps...but!  This all started (or when I noticed) after installing IE 10 on this x64 W7 machine.  IE 10 would not even launch from cmd prompt.  My cursor would blink and that was it.  So I uninstalled it but IE 9 mostly is sooooo slow.  I'll reset or run "Fix It" and it might work once and then back to the same behavior.  The reason I have to call it bizarre is I just tried it and it worked fine.  One hour ago it took a duration for anything to load.  The other thing is I don't think x64 IE 9 ever worked, exhibiting the same behavior as 10 did.  I say this because there was a separate shorcut for it and it would not open.  I'm assuming when IE is even running slow it's x32.  I suspect if I close Cf now and tried to run IE it would again be almost not even functional.  Sorry for the vent but would appreciate any suggestions to make IE 9 stable!
