Enable IE toolbar

Hello,

I created an IE toolbar and it works fine once you enable it.  So that's my issue I need to enable the toolbar once its installed.  I'm trying to find a command line, registry key or anything that will enable my toolbar.  Right now the users have to right click on the browser and click on the toolbar name and click on the enable button.  I want to show the users that the toolbar is already installed they just have to enable it.  All my users are on IE 8 if that makes a difference.  Any help would be greatly appreciated.
