IEAK Customized homepage not applying

I created a custom Internet Explorer 9 package using the IEAK 9. The only customization is a custom homepage requested by our business.  But when I try installing the package, the homepage for my profile and any new user profiles is still set to the default MSN page, not the URL of our business.  The INS file looks right in the build folder looks right (see below). What is wrong? I need to get this done today so any response ASAP is appreciated!
