Page with Flash vedeo does not function properly

Hello,

I find myself having to reopen pages more and more in chrome as they don't function properly in IE9 or IE10.

An example of such a page is the following: http://www.bbc.co.uk/persian/tv/2011/04/000001_ptv_newshour_gel.shtml

It is a page with flash video, where things work in Chrome, however the video does not play in IE9 and IE10.

This is frustrating to users when they see things work better in another browser. It leads to normal users switching.

If this is a specific web developer issue, what's being done to make sure web developers test with IE as well as Chrome?
