I tried to run SFC /SCANNOW to resolve an issue where internet exploder kept having to reload on HTTPS pages (same pages work fine in chrome and firefox). It identified the following issues:

These files do in fact appear in %windir%\winsxs\manifests\ - however it still indicates an error that they are "unavailable". I have looked on a few other windows 7 systems and they don't appear at all on those systems, though they
exist on the stystem with the errors. Can anyone point me in the correct direction for a fix. The fact that these errors have to do with capi2-certs and i'm having problems in secure sites on IE makes me very suspicious that this is causing my
problems.
Info: windows 7 pro, all service packs and updates applied
Fully patched and up to date windows update DOES run and DOES NOT indicate any updates are required
IE 9, fully patched - problems occur in "safe mode" so plugins not the issue
