URGENT:: IE9 Japanese Urls donot display properly. Gets decoded to UTF-8 Format

Hi all,

I am trying to fix a problem with the following page:

htp://www.lib.umd.edu/%E3%83%97%E3%83%A9%E3%83%B3%E3%82%B2%E6%96%87%E5%BA%AB/%E3%83%9B%E3%83%BC%E3%83%A0/home-page

This page, when opened in IE9, the url displays as above (decoded in UTF-8) in the address bar. But if we open the same page in Chrome or Firefox, we can see the urls in the address bar with proper japanese characters

Can someone please help? Why do we get the UTF-8 decoded URLs in IE9? Is it a problem with IE9? Are there any settings or code changes required on our side(may view the source code)? Is it a problem from Microsoft's side? When will it be fixed?

We need the address bar to display the correct url with japanese characters in it. Thanks in advance.
