Internet Explorer 9 cannot display web pages with Hong Kong Special Character Set HKSCS encode in Big5 characterset

My OS is Windows 7 64bit.  I found that IE 9 cannot display Hong Kong Special Character Set HKSCS in web pages encoded in Big5 while IE8 can do.  Apparently, the cause is due to the HKSCS characters can be mapped to PUA range in IE8 but IE9 cannot map it correctly so the character cannot be displayed.

Kindly help to advise if there's technical information on the character set conversion implemented in IE9 that is different from IE8.
