I'm using the Windows 8 RTM on 2 PCs and Windows RT on a Surface tablet. This issue is only occurring on one of the Windows 8 PCs. When you navigate to web page, several seconds after you have already been on the page, the page will freeze and not allow you to scroll for several seconds. If you mouse was hovered over a link, the cursor will stay as the hand icon instead of returning to the pointer. If you move your mouse up to the top or bottom of the screen, you can right click to bring up the top and bottom app bar. Sometimes right clicking will shop the app bar briefly and then it will disappear. Sometimes it will allow you to open a new tab. Sometimes a Not Responding bottom app bar will appear with a recover button, but this disappears very quickly. If you are patient, it will eventually resume after about 10 seconds and allow you to continue browsing the web page. If you keep right clicking the top of the screen repeatedly during the freeze, the cursor will change to the Windows 3.1 style hour glass cursor and the app will crash. This only happens in the Metro style browser, the desktop browser doesn't have this problem. I disabled all add-ons (although I don't think they run anyway in the Metro browser), and that didn't have any affect. This only occurs on my main Work PC. My home PC and Surface tablet work fine. This does not seem to be website specific.
