Currently I feel Microsoft's main issue is the fact that they are still haemoraging internet users, now on android os and ios.
Making internet explorer a stock browser and concentrating new development on an os independant all singing all dancing browser would give microsoft some much needed agility and street cred in the market.
They could also drop support for legacy quick fixes in previous browsers.
