IE10 requiresActiveX meta tag doesn't appear to work at the page level.

Setting

<meta http-equiv="X-UA-Compatible" content="requiresActiveX=true" />

on any page other then the main page of a site doesn't display the switch to desktop mode dialog.

Am I doing something wrong or is this by design (the docs mention site; not page)?

No overly useful tag if it is at the site level only (and/or doesnt work in a iframe).

Dont want to have to throw the whole site to desktop mode for only one page of a thousand on the server, that needs to load an activeX.
