File Association Issues in Windows 7

I have a computer on a Domain with 10 users.  For whatever reason the files normally associated with IE (eg: .htm.html etc...), are opening Word.  I know how to change them to open IE, but it appears to be user profile specific.

Is there a fix that would make the changes for all user profiles on the computer.
