add and create personal TPL - IE 9 and 10

Hi!

I read this instruction:

 and created my personal TPL.

To my understanding I cannot add it to my IE without the TPL file being uploaded on a web server and without creating some JS.

I don't have a web server and I can't add this JS (as mentioned in the instructions). I have tried the typical uploading the TPL file to a web file hosting service but as expected it did not work.

Is there any other way / workaround to add my own TPL ?

If there isn't is there someone here has a web server and who can do me a favour? I will provide them with the TPL and then I will use it once only to add the TPL.
