Sometime earlier this week IE started to react to the pointer on the side of a box as "move" not "size" first. For as long as I can remember when an IE box was opened you could simply drag the side of it to the size you want. If you wanted to move the who box you would right click on the top left corner. A drop box would appear and you could choose "move"
Some automatic download must have changed it or it could be when I updated Java. I did that about the same time. I am currently having problems with that progam asking 4 popup questions every time before starting Java.
